Once, In Rotterdam, I saw a neat device for dispensing measured amounts of sugar. In fact, it was so intriguing that I purchased one. It has a simple arrangement of a tube centered in the lid and is quite simple in operation. Turn it right side up and the tube fills with sugar, turn it over and it pours the sugar out. I don't remember all the details or when the last time I saw it was but, I'm sure that you can make the device you are looking for from this design. I'll see if I can find it tomorrow and let you know more details if I can.

Somewhat like fertilizer spreaders work.
In fact I have been working with a hand spreader, but I think the gaps around the (plastic) flap are too large.
Oh yes and in true ATM form I want them for as cheap as possible!
