Wow, that's not my reading from the many books on optics and telescope
history. Not only the French and Italians, but also other economic and
technical centers of the day (that age's Silicon Valleys and Bangelores if
you will) were also at the leading edge of telescope making and optics work.
If any country was the overall leader amongst leaders, it would be France,
from my readings.
