Basically a complex tezst of which not that many people will have
the equipment or the knowledge of doing.  A nice test maybe for a
shop which is doing a lot of them but not something that can be
picked up in a few minutes.
The Foucault test is dificult enough to really master which gives
rise to other tests like the Ronchi test (which is easier to
setup and get some results from) to help make a mirror look
decent.  Any test that would replace the Foucault test would have
to be done with simple materials, easily assembled , and easily
understood.
